Founded by Dr. Mitchell Besser in 2001, mothers2mothers (m2m) has developed from a single support group in Cape Town to a multinational NGO with over 500 sites in seven countries in sub-Saharan Africa. It aims to create an effective, sustainable model of care that provides education and support for pregnant women and new mothers living with HIV/AIDS.

m2m seeks to appoint a Country Finance Manager, based in Cape Town.

Reporting to the Finance Manager: Managerial Accounting and to the Country Manager, the Country Finance Manager will be responsible for all the managerial accounting, including budgeting, forecasting, analysis, and internal and external donor and related reporting of the country/ies for which he/she is responsible. External donor reporting includes reporting on projects funded by the United States Government (USG) under programmes such as PEPFAR and USAID as well as all other funders/donors.

 

Job Description: 

Responsibilities:

  • Be a key member in the current systems implementation project, taking primary responsibility for the implementation of the planning, forecasting and reporting tools and rolling these and related processes out to regional, country and program managers;
  • Work and liaise closely with senior organisation management and country operations and programme management on budgets and forecasts;
  • Coordinate the development and finalisation of the organisation’s annual budget and ensure consistency in all aspects of its financial operations;
  • Review and approve overall and annual budget submissions for USG funded projects, ensuring optimal management and compliance with applicable regulations;
  • Provide internal guidance on and review of the preparation of funding proposals to USG/PEPFAR, including responses to competitive solicitations for funding proposals as a prime or sub partner and as part of the annual Country Operational Plan process;
  • Promote optimal financial management and compliance for USG funded projects including tracking budget expenditures against budget projections and revising budget projections as needed, compliance to applicable USG and other regulations ensuring all expenditures (including procurements) are allocable, allowable and include adequate supporting documentation and approvals, and oversight of sub partner organisation reporting as applicable;
  • Review and understand project expenditures analyses and guide and participate in mothers2mothers cross-project financial and programmatic analyses to identify potential areas to improve programme cost-effectiveness;
  • Produce and review monthly management reports, including organisation level, funder level and site-level financial reports and analysis;
  • Produce and review monthly, quarterly and annual actual vs. budget reports;
  • Coordinate the preparation of monthly rolling forecasts.

Requirements:

  • Demonstrable experience in creating and driving the analytic framework for planning and managing organisational change; ability to anticipate the infrastructure and systems needs as the organisation plans for growth;
  • Not-for-profit experience with US Government funding and grants and endowments experience essential;
  • Working knowledge of FASB 116 and 117 and OMB Circulars A-122 and A-123 a significant advantage;
  • Accessible, visible and flexible management style that inspires trust and confidence in staff to work hard and well together;
  • Multi-tasker with the ability to wear many hats in a fast-paced environment;
  • Keen analytic, organisation and problem solving skills which support and enable sound decision making in a complex organisation;
  • Demonstrated resourcefulness in setting priorities and guiding investment in people and systems;
  • Direct and persuasive communication skills;
  • Active listener and ability to translate complex financial concepts to individuals at all levels including finance and non-finance managers;
  • Commitment to, and enthusiasm for, mothers2mothers' vision and mission, including the prevention of HIV infections among infants and empowerment of HIV-positive women;
  • Bachelor’s Degree in finance, management or related field;
  • Minimum of 5 years work experience, including financial management/reporting of USG funded projects;
  • Proven ability to develop and implement financial and project management processes and procedures in a thorough and timely manner;
  • Excellent interpersonal skills with proven ability to perform as part of a multidisciplinary team;
  • Dynamism, flexibility, and strategic thinking skills are strongly valued;
  • English fluency required.
