We Mourn Simon Tseko Nkoli

On Monday, 30 November 1998, the eve of World Aids Day, Simon Tseko Nkoli
passed away. For more than 13 years Comrade Simon had lived bravely with
HIV/AIDS. Cradling the pain of our deep loss, we celebrate his life and
his selfless commitment to improving the lives of those around him.

- a fighter for freedom and justice for all

champion against prejudice and despair
- respected leader of lesbian, gay
and transgender women and men
- anti-apartheid activist
- veteran of
the Delmas Treason Trial
- courageous young lion
- brave torch-bearer
for the dignity for those living with HIV/AIDS
- a personality

brother, lover, partner and our sensitive, precious friend.
Simon died too young, too soon, with too much still to do. He was locally
and internationally loved, respected and honoured for his valiant and
fearless personal struggle for the liberation of his fellow men and women;
whether from the indignity and scars of apartheid, from ignorance and
homophobia, from fear and misunderstanding about HIV/AIDS, Simon's life
celebrated hope, survival and a deep seated conviction that creating a
world without prejudice is a duty and a right of passage for every human
being.
Missed and deeply mourned, Simon's death on the eve of World Aids Day was
his final act of personal activism and contribution to this ongoing
struggle. Our thoughts are with his family, his lover and partner Roderick
Sharp, his close friend Peter Mohlahledi, and his other friends and
comrades.
The Gay and Lesbian Organisation of the Witwatersrand (GLOW) and the
National Coalition for Gay and Lesbian Equality (NCGLE) mourn his passing
and the immeasurable loss of a friend and fighter for freedom and justice.
Simon Tseko Nkoli was a founding member of the Gay and Lesbian Organisation
of the Witwatersrand (GLOW), the Township Aids Project (TAP), Positive
African Men's Project (PAMP) and the National Coalition for Gay and Lesbian
Equality (NCGLE); board member of the International Lesbian and Gay
Association (ILGA); freeman of the City of New York; recipient of the 1996
Stonewall Award; honoured in 1996 by the National Gay and Lesbian Task
Force (USA).

The National Coalition for Gay and Lesbian Equality (NCGLE) invites the
general public, civil society organisations, political parties and its
affiliates to attend the picket as detailed above. The NCGLE calls on the
Zimbabwean government to open dialogue with lesbian and gay Zimbabweans
with a view to decriminalise homosexuality, observe and respect human
rights and workers rights in Zimbabwe.
The NCGLE also calls on all South Africans, civil society organisations,
trade unions and political parties in South Africa to support human rights,
lesbian and gay equality in Zimbabwe by endorsing the memorandum to be
submitted to the Zimbabwean Trade Mission and attending the picket on
International Human Rights Day.
Background Information
In the last few years, Zimbabwe has seen increasing erosion of general
human rights, political democracy and trade union rights. This has resulted
in massive social unrest directed at the Mugabe government. Various
international trade union and human rights organisations have raised their
concerns about the worsening situation in Zimbabwe. Since 1995, the
Zimbabwean government has verbally attacked lesbian and gay Zimbabweans.
Recently, Zimbabwean police fabricated sodomy charges against Keith
Goddard, leader of the Gays and Lesbians of Zimbabwe (GALZ). This climate
of hatred has led to increased public hatred and intolerance towards
lesbian and gay people in Zimbabwe. The situation could get worse.
In the context of the 50th anniversary of the Universal Declaration of
Human Rights, the picket will highlight the continuing repression,
violations of human rights and erosion of democracy and workers' rights by
the government of Zimbabwe. Further, between 04 December and 10 December
1998 the World Council of Churches will convene its General Assembly in
Harare. During this period, there will be several activities to highlight
the plight of lesbian and gay people in Zimbabwe and elsewhere in the
world.

The Conference offers a privilege of meeting the new leadership of the
Government of India. With the full support of the Cabinet of Prime
Minister Atal Behari Vajpayee, Mrs. Maneka Gandhi has created history in
her Ministry of Social Welfare and Empowerment. Just in six months since
assuming office in March 1998, she has implemented 37 centrally
sponsored schemes, upgraded the Rehabilitation Council of India Act, and
successfully launched World's largest program for rehabilitation of the
disabled with a Rupees 440 million national project called the "Bridge
Course". We are very sincerely hoping that with her golden touch, we
will be able to implement the plans and programs to save the lives of
the dowry victims in India.
The tragedy of dowry and bride-burning in India is as enormous as that
of the land-mines which has horrified the world. It is now estimated
that about 25,000 brides are killed or disabled every year in India over
dowry disputes, which exceed the estimated 21,000 civilians killed or
disabled in land-mine accidents every year all over the world. Moreover,
land-mine accidents are NOT culpable homicides. Bride-burning is a
culpable homicide, perpetrated by intimate members of the victims
marital family, who do not display any sense of guilt.
To understand, and to draw world attention to the problem, the "First
International Conference on Dowry and Bride-Burning" was held at Harvard
Law School in 1995. In this Conference, a "Six Point Program to
Eradicate Dowry and Bride-Burning in India" was adopted, which was
further revised at the "Second" and the "Third International Conference"
held at Harvard and London University in 1996 and 1997, respectively.
One of the major goals of the forthcoming "Fourth International
Conference" will be to discuss and finalize the "Six Point Program" and
make plans to lauch the "Program" in India next year.

The theme for the current period in our work at the National Coalition
for Gay and Lesbian Equality is "Recognise our Relationships". Legal
recognition for lesbian and gay relationships is one of the most
important steps on our road to full equality. Non recognition of our
relationships hamper our efforts to receive full employment benefits,
inheritance rights, immigration rights, child custody and adoption and
access to housing and services. To this effect the Coalition has taken
up several cases over the past year which deal with these issues. Many
of our interventions would not have been necessary had there been
legal recognition of lesbian and gay relationships and families.

The National Housing Forum Trust and the Interfaith Community

objective of this programme is to promote discussion, extend

HIV/Aids: - Is AZT Effective in Preventing Mother to Child Transmission and Why Has the Government Stopped Pilot Project's to Determine the Cost Eefectivity?
Studies in Europe, USA and Thailand have found that it is possible to substantially reduce the number of babies born with HIV by administering AZT to a mother in the last trimester of pregnancy. Many health-care workers and mothers with HIV were encouraged by the findings. The Ministry and Department of Health agreed to implement pilot programmes to test the efficacy and feasibility of these findings in South Africa. On 9th October 1998, the Minister of Health announced the cancellation of the pilot programmes.
The Minister of Health's decision to halt the pilot studies on providing AZT to pregnant mothers will impact on all NGOs working in the field of social security and socio-economic rights. This seminar aims to inform NGOs and share views about mother to child transmission

Tamsin lectures in Health Studies at the University of West England in

The aim of the conference
is to improve the
network of women physicists from different work environments and from

ting the main part of the conference, professional lectures will discuss
the various fields in which
women physicists are active. In addition, talks, workshops, and round
table discussions will
deal with the position of women in the workplace, alternative
educational concepts such as
separate physics classes for boys and girls, and the social framework.

Training Course for Women
The Alternative Information and Development Centre (AIDC), a progressive NGO based in Cape Town will be conducting a two day workshop on basic Internet skills
aimed at empowering women from trade union, community organisations and NGOs.
Objectives
The workshop will give women, who are usually excluded from accessing information technology resources, the opportunity to gain Internet skills including:
- e-mail
- World Wide Web
- FTP
The workshop will also assist women in finding relevant gender resources and others that facilitate the empowerment of women.
At the end of the workshop the participants will be in a position to communicate more effectively and play a greater role in their own organisations.
The Course
The course brings together both practical hands- on skills with an understanding of the technology and how it works. The training process is driven by the pace of the participants themselves, and individual attention is provided. The course is conducted in as non-threatening way as possible.

submit papers for this upcoming event. Girl Trouble? is a conference concerned with the critical examination of
discourses on girls and young women. These discourses include ideas of
girls and girlhood as "troublesome". Notions of girlhood, the social
construction of life stages and other issues relevant to feminist theory,

friendship, the body, ethnicity, sexuality, and dilemmas around female

The National Action Plan to Improve the Protection and Promotion of
Human Rights (NAP) Co-ordinating Committee, chaired by the Deputy

July 20-September 21, 1998: Documenting Women's Experiences of Armed Conflict as a Tool
for Advocacy and Redress, Isis-WICCE Exchange Workshop,
Kampala, Uganda
Isis-Women's International Cross-Cultural Exchange, based in
Kampala, Uganda,will begin the workshop with a 2-3 weeks
training period in documentation skills. This workshop will differ
from previous ones, in that participants will return to their own
countries rather than to other countries to document women's
experiences of armed conflict. During the final session in
Kampala, participants' work with video, film, slides, audio tapes,
booklets, articles, etc, will be produced and disseminated. The
workshop dates may also be moved back, so please contact
Jessica at Isis-WICCE for an update.
Participants should:
- Be
from a national level NGO or its equivalent, with a networking
capacity;
- Be working in an area of women's human rights;
- Have good communication skills;
- Be nominated by their
group/association/NGO, with a clear commitment by the group to

INDIA AND THE WORLD CONFERENCE ON FAMILY VIOLENCE:
Attend the World Conference on Family Violence, an unprecedented
international assembly of government, NGOs, and professional organizations,
which will thrust domestic violence to the forefront of the human rights
agenda. After the conference, the group will travel from New Delhi to
Ahemedabad, meeting with numerous grassroots organizations and projects, to
explore women's roles and their struggle for empowerment in today's Indian
society.
Global Exchange, a non-profit research, education and action center
dedicated to promoting social, economic and political justice around the
globe through grassroots activism, will organize a women's delegation to
India to participate in the World Conference On Family Violence.
Practitioners from around the world will gather to share functioning
programs that have successfully addressed family violence in their
communities. Keynote speakers include First Lady Hillary Rodham Clinton,
Queen Noor of Jordan, South African President Nelson Mandela, and former
Irish President and current UN High Commissioner for Human Rights, Mary
Robinson.
World Conference on Family Violence - Mission Statement
The goal of the World Conference on Family Violence is to focus on
practical, sustainable solutions that can be implemented in different
cultures to stem the growing trend of family violence. The Conference will
address the continuum of violence by encompassing the interdependent
relationship of child, intimate partner, and elder. Thousands of social
workers, elected and government officials, advocates, educators, religious
leaders and legal and medical professionals from around the world are
expected to attend. Conference attendees will exchange information about
the long-term implications of family violence. Most conference work will
focus on identifying and developing implementable alternatives to fear and
violence in families. Practitioners will exchange information on how to
intervene in potentially dangerous situations, and provide support for
families through courts, workplaces, social networks, schools, churches,
support groups, the health care system and local government.
Program Highlights:
- Participate in the World Conference on Family Violence, which aims
to share a world-side solution to eliminate domestic violence among
delegates from all around the world.

The Speaker: Dr Beth Bowen
Beth Bowen is a human rights activist with an interset in Women's
Health. She is clinically active in family medicine in the
US. In addition she is involved in the promotion of world health
through work for WHO, UNICEF, Health for Humanity, and other
NGO forums. She has travelled extensively through 50 countries
providing expertise in areas such as women's health and human rights,
and family violence. She served as President of Physicians for Social
Responsibility (PSR) in 1993. Prior to her visit to Cape Town she

September 6-10, 1998: National Conference on Witchcraft Violence
The Commission on Gender Equality will host the first national conference on
Witchcraft Violence from the 6th to 10th September in the Northern Province.
The conference will bring together Traditional Healers, the SAPS, Youth,
Victims, Traditional Leaders, Community Representatives and government
toward the eradication of violence associated with witchcraft.
The conference follows intensive investigations, by the Commission, into
witchcraft related violence in the Northern Province. CGE Commissioner,
Pinkie Mbowane, notes the findings of the Ralushai Commission which indicate
that the majority of victims are elderly people between the ages of 55 and
72, "Women are frequently accused of witchcraft in this region and are
subsequently faced with death, injury or exclusion from their communities.
This violence must be stopped", says Commissioner Mbowane.

Key political figures have confirmed their attendance at the National
Conference on Witchcraft Violence. They include Winnie Madikizela-Mandela
(Pres. ANC Women's League), Premier Ngoako Ramathlodi and Deputy Min. Dr.
Manto Msimang-Tshabalala. Other delegates are Dr. Barney Pityana (Chair,
Human Rights Commission), Credo Muthwa, Chief Mzimela (IFP), Bantu Holomisa
(UDM), Dr. Stanley Mogoba (PAC) and Selby Baqwa (Public Protector).

Four-day Documentation Training Programme
The Nisaa Institute for Women's Development is organising a documentation workshop on women's human rights violations.
The rationale for holding the workshop is:
- to expose human rights abuses that women suffer.
- to seek accountability from human rights bodies and the state.
- to secure remedies.
- to plan effective advocacy strategies.
The workshop is planned over a period of four days and will cover:
- The importance of documentation
- Types of documentation
- Exploring leading women's human rights issues.
- The examination of critical human rights instruments and mechanisms.
- Setting documentation objectives.
- Practical exploration of the human rights approach, solution and demands.
- Developing several types of documentation methodology
- The importance of advocacy and it's various strategies.

The workshop will be conducted by La Shawn R Jefferson from Human Rights Watch based in Washington DC.
The workshop is open to activists working in the field of women's rights.

HIV/AIDS and Violence Against Women
The AIDS Law Project, Centre for Applied Legal Studies, at the
University of Witwatersrand, and Tshwaranang Legal Advocacy Centre to
end violence against women, will be hosting a seminar entitled
"HIV/AIDS and Violence Against Women".
The aim of the seminar is
three fold: to inform organisations about how HIV impacts on violence
against women, particularly rape, what government is doing about HIV
epidemic and how civil society and the government can help women who
are HIV. It is hoped that organisations who attend will take back
some of the recommendations to their clients.

The Nisaa Institute for Women's Development is a non-profit, community based organisation that offers services to abused women and their children as well as to survivors of rape. The organisation was founded in 1994 and offers the following services: Counselling (face to face, telephonic and emergency beeper services), a crisis shelter service, training, public awareness and education, research and publications (support services). In addition to our main office in Lenasia, Nisaa has recently opened offices in Orange Farm and Soweto.
Women often seek emergency sheltering when the abuse has become intolerable and their lives are endangered by violence at the hands of their intimate partners. Men often threaten to kill their partners and do just that. In South Africa one women is killed every six days by her partner.
Nisaa offers a crisis shelter service in conjunction with a 24 hour emergency beeper service. The shelter is able to house 24 abuse women and their children. It is the only shelter that is able to offer immediate accommodation to women needing shelter since there is no waiting list. At the shelter both the women and children receive counselling. The children receive play therapy as well as psycho-motor stimulation. A child-care worker is available to provide a contained environment for the children on a daily basis which provides safe continuity in their lives. Counselling has enabled the children to vent their feelings and allow them to cope with the necessary changes in their lives.
While most of Nisaa's funding comes from international donor agencies, our primary funder requests that we raise at least 10% of our total budget. Our current self-sustainability plan includes sales of our award winning posters as well as T-shirts, buttons, bumper stickers, and publications. We also offer training and consultancy services to other organisations working in this sector.

Masimanyane Women's Support Centre is proud to invite you to the launch of a satellite office which has been established at Scenery Park. This office is the third project of Masimanyane's Community Outreach programme.
This office will provide counselling to victims of rape, battery and domestic violence and it will provide legal advice and public education programmes.
We will celebrate national Women's day after the launch with a small reception to which we would like to invite you.

ZIBF98 is the largest and most diverse exhibition of books, magazines and journals in sub-Saharan Africa (including South Africa). A vital meeting place for the literary cultures of North and South and a viable marketplace for books to, from, for and about Africa, the ZIBF is held annually during the first week of August in a unique ethnic garden exhibition centre in downtown Harare.
The first three days of the Book Fair will
be set aside for pre-Book Fair conferences and seminars. Exhibitors
will set up their stands on Monday 3 August. Tuesday 4, Wednesday 5
and the morning of Thursday 6 August will be set aside for Traders
only to allow plenty of time for business negotiations with teachers,
librarians, booksellers and trade and professional visitors from
around the world who attend ZIBF in increasing numbers every year.
The Fair will be open to the public on Friday 7 and Saturday 8 August.
Exhibitors are encouraged to take up the "Children" theme but
material of a general nature is also most welcome. A diverse

The latest draft of the Open Democracy Bill is in its final lap. It
has now been tabled in Parliament and the public is once again being
asked to comment on it - in fact comments must be in by 10 August. The
Bill, as it currently stands, is limited in certain respects.
Firstly, it does not fully give effect to the second half of the
right of access to information clause in the Constitution which
provides that everyone has right of access to information held by
another person in exercise or protection of any rights.
Secondly, the section on open meetings, included in earlier drafts
has been removed. It is these two aspects that the final FXI seminar
will be addressing in the hope that it will assist groups in making
informed recommendations.

Framework Conferences presents two skills-training workshops as part of the
Skills Upgrade for Development Project.
1. Introduction to Photography - Documenting Development
With training by CEDRIC NUNN
This two-day workshop aims to build capacity within your organisation to
document projects and activities with high-quality photographs. Cedric
Nunn, a renowned photographer in the development field, has designed a
course which includes theory, practise and the evaluation of other
photographers' work.
Participants will require a 35mm camera, preferably with manual focus. A
limited number of cameras will be made available for participants who do
not have one. Film and processing is included in the cost of the workshop.

June-August, 1998: Human rights training workshops
Owing to the requests received in response to the human rights
training advert placed by NADEL's Human Rights Research and Advocacy
Project on SANGONET on the 8 May 1998, we will be hosting workshops in
Cape Town, Durban, Gauteng and the Eastern Cape. These workshops will
only deal with the general human rights contained in the Bill of
Rights. It is envisaged that each workshop will take place over two
days due to the large area of work to be covered. Organisations may
send a maximum number of two participants to the workshops. The
workshops will be limited to 25 participants.
The dates for the workshops are as follows:
Cape Town: 23-24 June 1998
Eastern Cape: 30 June - 1 July 1998
Gauteng: 23-24 July 1998
Kwazulu-Natal: 5-6 August 1998
Venues will be finalised once all responses are received to ensure
that it is accessible to everyone.
Organisations who are interested in attending these workshops should
please supply us with the following information by the 29 May 1998:

July, 1998: Sangonet: Two training courses
We are pleased to announce that we are running two training courses for the
Western Cape at the Computer Training Corporation in Loop Street Cape Town.
This will be on the 15th, 16th and 17th of July.
An Introductory to the Internet training course will be held on the 15th of July.
Web Publishing training course will be held on the 16th and the 17th of July.

This course runs over two full days and will held on 16./17th July
1998. Groups of 15 people can be trained.
The course will enable you to maintain your organisation's site - add
content to existing pages, add new pages, adapt the site's design, and
develop the content and structure of the site.
Please note that participants should have computer experience and some
experience of browsing the Web.

July 24, 1998: Local Government Roundtable

In November 1997 EISA arranged a conference in Johannesburg on Local
Government where academics and practitioners met to discuss issues
raised in the Green Paper and to lay the foundation for a discourse on
the new local government dispensation in South Africa.
In response to the issues raised at the November conference and also
in the White Paper, EISA has commissioned a few researchers to
investigate and focus on topics that need further discussion and
debate. A one-day roundtable has been convened where these issues will
be presented and debated extensively by local government practitioners
and authorities, policy makers and researchers.
The roundtable is being held on Friday, 24th July 1998 at Nedlac
Boardroom, 11th Floor, Metalbox Centre (25 Owl Street, Milpark -
Johannesburg). It will take place from 8h00 to 17h00. Parking is
available at the Milpark Holiday Inn.
The programme for the day has been divided into four focus areas
including Governance, Shaping Local Government, Development & Service
Delivery, and Optimising Local Government.

discussion and participate in what hopes to be a lively and
interesting debate.
